When access to GEOnet is not available, or at the discretion of the cataloger, the print editions of the BGN gazetteers, or another recently published gazetteer may be used. If none of these is available, an encyclopedia in the appropriate language may be used. Base the heading on the form found, together with a consideration of the form found in the work being cataloged, as instructed in RI 23.2.
