City Qualifiers for Corporate Bodies

For corporate bodies that are qualified by cities, the qualifier (R.S.F.S.R.) always changes to Russia, except when the name of the city has also changed.

RI24.4C4 states that a corporate body is qualified by the latest name of a place during the lifetime of the body.

Institut globalnogo klimata i ekologii (Leningrad, R.S.F.S.R.) will change its qualifier to: (Saint Petersburg, Russia), since it is still in existence

but

Arkticheskii nauchno-issledovatelskii institut (Leningrad, R.S.F.S.R.)
renamed in 1958, will not be changed
