For Canadian personal names, geographic names, and corporate names, the preferred source for the heading is Canadian CIP in the work being cataloged. If Canadian CIP is available, cite it in the 670 for your work as follows:

    670 Title of work, date:‡bt.p. or other first location (usage) Can. CIP (Canadian heading)

For example:

    670 Spirit gifting, 1996:‡bp. 4 (community of Paddle Prairie is located 480 miles n. of Edmonton and 43 miles s. of High Level, a Metis settlement) Can. CIP (Paddle Prairie (Alta.))

Use the Canadian heading as your AACR2 heading, regardless of the usage in the work you are cataloging. You may make additional cross references based on your usage.
